Giving an example of buying houses, he said Singaporeans should buy within their means.
Mr Khaw made these points at the launch of the National Community Emergency Response Team Volunteers, CERT-on-Patrol Week at Sembawang GRC.
The programme will have volunteers spreading message of being prepared during emergencies for a week starting 1 to 9 August, every year.
The constituency has one of the highest rates of chute bin fires.
But with efforts targeting the problem, the number of such incidents has gone down to 74 this quarter, from the 80 last quarter.
